Is there really a difference? Well, actually, yes there is.
But does it really matter? Meh, depends on what you’re doing and who you ask.
I think it matters to know the difference and then use the correct terminology when referring to the project that you are working on in a written format such as a blog or social media post.
The difference is simple, one has the pattern stitches all on one side, with plain stitches on the other side and the other has pattern stitches on both sides.
Lace knitting is one side. There are yarn overs and decreases all on the same side and only that side, usually referred to as the right side.
Knitted lace is both sides. There are yarn overs and decreases on BOTH sides of the work. Often decreases will be worked in a manner that makes them lean the opposite direction. This type of work can be garter or be purled on the wrong side.
Some pieces have both in different places such as Country Summer, which has Knitted Lace only in the very middle. The motifs used in Country Summer are of Orenburg origin.

This photo and it’s chart below are an example of lace knitting. This motif is the first border in from the edging.
